CAP Mobility Action Dashboard

Mobility is one of six pathways in Wellesley’s Climate Action Plan (CAP). The CAP Mobility Action Dashboard tracks progress on implementing CAP mobility actions. Each action supports a CAP goal and strategy. The dashboard indicates the status of each action (“not started,” “in progress,” “implemented”) and provides numerical values for metrics associated with each pathway. Goal: Wellesley’s transportation emissions decrease in line with Wellesley’s greenhouse gas (GHG) emissions reduction goals.

Strategy 1: Accelerate the shift to electric vehicles (EVs).

Explore and implement incentives for EV adoption.
Details: Municipal Light Plant (MLP) Bring Your Own Charger program provides participants $8 per month for charging electric vehicles ( EVs) off peak. About 35% of EVs registered in town participate in the program. MLP also provides a rebate for home EV chargers.

Educate residents and municipal employees about the benefits of buying and driving EVs, including federal and state grant opportunities and operating cost savings.
Details: Wellesley Drives Electric program provides EV advisors to assist community members, Town departments, and the Town's EV Working Group. Residents can learn about and try out EVs at Wellesley's EV Test Drive and Showcase events. Department of Public Works (DPW) and several other departments have used or will use the MassEVIP grant for EVs and charging stations for the municipal fleet. Wellesley's webinars provide information on EV ownership and incentives. The Building Energy Tracking and Reporting Program's (BETR's) Building Energy Roundtable discusses EVs with large commercial property owners.

Electrify municipal vehicles, wherever possible, and consider hybrid vehicles where electric vehicles do not meet performance needs. Seek departmental input in updating the municipal Fuel-Efficient Vehicle Policy to accelerate this transition.
Details: An EV Working Group comprised of Town staff drafted an EV First Policy for consideration by vehicle-owning boards. The Municipal Light Board and Board of Public Works approved the policy in late 2023. Other boards will consider the policy in early 2024. The EV Working Group is also working the Town's Vehicle Transition Plan, and an EV infrastructure plan.

Support electric vehicle charging in residential, corporate, and multi-family developments. Educate developers about available funding.
Details: The Town's EV Working Group mapped all municipally-owned locations available for public EV charging stations and developed criteria and a ranking tool for prioritizing EV charger installations.

Expand municipal electric vehicle charging infrastructure.
Details: Charging stations exist at the DPW, MLP, Wellesley Police Station, Wellesley Middle School, and one public parking lot. More stations are planned for the Town Hall and new Hunnewell and Hardy schools.

Strategy 2: Promote low-impact transportation options.

Evaluate a potential pilot program for docked, shared electric bikes, and/or electric scooters at commuter rail stations and affordable housing units.

Research state and federal funding for electric school transportation and vehicle-to-grid battery storage technology and share with Wellesley Public Schools (WPS) and school transportation vendor to facilitate migration to electric vehicles.
Details: Wellesley Public School administration completed an in-depth analysis of the pathways to obtaining electric buses available to WPS and are actively seeking electric vehicles to replace vans owned by the WPS.

Incorporate provisions for appropriate electric vehicle charging infrastructure in Municipal Sustainable Building Guidelines (MSBG) and in planning processes for new development.
Details: Require a minimum number/percentage of parking spaces for new development covered by MSBG and seek approval for this change from MSBG signatories.
