1. Unaccepted Street Projects Requests for Release of Bonds
a. 5 Walnut Place
The Board received a request from the applicant to release the bond. The Board received a written report from the Engineering Division indicating that there is no damage to roadway surface and that the bond should be released. The Board moved, seconded and voted unanimously to release the bond in full.
b. 63 Edgemoor Avenue
The Board received a request from the applicant to release the bond. The Board received a written report from the Engineering Division indicating that there is no damage to roadway surface and that the bond should be released. The Board moved, seconded and voted unanimously to release the bond in full.
2. 27 Washington Street - Determination of Assisted Unit Requirement - National Development
The Board met with Mark Paris of National Development and Peter Tamm of Goulston Storrs to discuss National's request for a determination of the number of assisted units required in conjunction with the proposed redevelopment of the 27 Washington Street property.
Mr. Paris stated all required assisted units will be constructed on-site and will be consistent with the Inclusionary Zoning Section of the Wellesley Zoning Bylaw, the Inclusionary Zoning Rules and Regulations adopted 9/20/05, and the requirements of the Wellesley Housing Development Corporation. After review of the materials submitted and some further discussion with Mr. Paris and Mr. Tamm the Board moved, seconded and voted unanimously to determine that 31 assisted units will be required.
3. Large House Review Draft Regulations
The Board reviewed and discussed a draft of the regulations prepared by Mr. McCauley.
Mr. Frisardi commented that the full text of the Assessors guide should be included as an appendix if possible. It was also noted that the Design Review Board should receive the draft.
There was a brief discussion of a draft flow diagram. The Board requested that this be circulated to members electronically.
It was suggested that members should get comments to staff by the 28th.
4. Reports
a. Brookline Case
Mr. Frisardi reported on a Land Court case in the Town of Brookline which has been appealed. This case involves a challenge to Brookline's single residence floor area ratio limit. He said that Mr. Himmelberger of the Selectmen suggested the possibility that Wellesley could propose to enter the case as a "friend of the court" to support the Town of Brookline. There was a brief discussion of the advantages of doing this and the possible disadvantages for Wellesley of Brookline loosing the case in view of the recently adopted Large House Review. The Board expressed a strong interest in pursuing this and supporting Brookline. This will be communicated to Mr. Larsen and Mr. Robinson.
b. West Gateway Study
Ms. Donahue and Mr. McCauley said that they were not satisfied with the materials, to date, from the consultant and advised not scheduling a wrap up meeting at this time.
c. Outlook for Annual Town Meeting
The Board discussed possible zoning amendments to bring to the Annual Town Meeting. Tentative agreement was reached on resubmitting the articles concerning Off Street Parking, Retaining Walls and Inclusionary Housing Density.
