MEETING MINUTES
Monday, March 31, 2008,7:00 PM

Attending: Heidi Gross, Chairman, Joan Gaughan, Secretary, Neal Seaborn, Richard Bashian, Janet Bowser, NRC Director.
Absent: Paul Cramer, Vice-Chairman.

No one at the meeting spoke at Public Voice.
Preparation for Annual Town Meeting
The NRC briefly discussed matters related to the Annual Town Meeting and addressed articles for which they may be called upon to answer questions at Town Meeting.
Discussion Re: Public Hearing/Permitting Issues for Concert On Hunnewell Field Complex May 18
Ms. Bowser confirmed that postcards were sent out to approximately 600 Abutters within a one-third mile radius of the Hunnewell Field Complex. Ms. Bowser stated that the Public Hearing is scheduled for Wednesday, April 9th at 7:30 PM in the Selectmen’s Meeting Room. Ms. Bowser will work with Mr. Switzler with regard to the power point presentation needed for the meeting. The NRC briefly discussed the format for the Public Hearing and discussed in more detail a number of the permit conditions that they will likely require if a permit is approved, including insurance issues, an adequate escrow account to cover any field damages, and impact to the trees in the area from the fireworks.
Discussion/Approval of NRC Sponsorship of State Tree City USA Event at Elm bank on May 1st
Mr. Seaborn stated that he has been working with Ms. Bowser and the State Department of Conservation and Recreation to provide sponsorship for this event. Ms. Bowser reported that Roche Bros. Has agreed to contribute $1,500 and that it is proposed that the NRC sponsor up to the same amount to cover luncheon costs for this event. After a motion was made and seconded, the NRC voted 4 – 0 to approve $1,500 from the NRC’s Gift Fund for sponsorship of the Tree City USA Event.
Review /Approval of NRC Meeting Minutes of February 26, 2008
After a motion was made and seconded, the NRC voted 4 – 0 to approve the NRC Meeting Minutes of February 26, 2008 as written.
Next NRC Scheduled Meeting
The next NRC meeting was scheduled for Friday, April 4, 2008 at 9 AM to further discuss the permitting issues for the May 18th concert at Hunnewell Field.
Adjournment
After a motion was made and seconded, the NRC voted 4 – 0 to adjourn the meeting.
The meeting adjourned at 7:30 PM. The NRC Members proceeded to attend the Annual Town Meeting.
