MEETING MINUTES
Tuesday, November 6, 2007, 7:00 PM

Attending: Heidi Gross, Chairman, Paul Cramer, Vice-Chairman, Joan Gaughan, Secretary,
Neal Seaborn, Janet Bowser, NRC Director.

No one attending the meeting spoke at public voice.
Discussion Re: Special Town Meeting NRC Presentation in Support of Planning Board’s
Article 3: Large House Review Zoning Bylaw Amendment
The NRC discussed their support for the goals of the Planning Board’s motion under Article 3 regarding the Large House Review Zoning Amendments, which the NRC had previously discussed at its September 11, 2007 meeting. The NRC reaffirmed its support the Planning Board’s efforts to address a widespread Town concern about mansionization through a proposed review approach under the Large House Review process. The NRC supports the proposal, in part, because it provides flexibility to consider the specifics of any new large home in relation to the specific lot and neighborhood characteristics, as well as its impact on the surrounding natural landscape and open space and includes the protection of significant trees. Under the Large House Review proposal, the Town will be able to review and protect significant
trees on private property.
Director’s Report
Public Shade Tree Removal Hearing scheduled for November 20, 2007
Ms. Bowser informed the NRC that a Public Shade Tree Removal Hearing will be held at the Commission’s next meeting on Nov. 20th . Ms. Bowser stated that the legal ads and tree postings will be completed according to law. Ms. Gross and Mr. Seaborn, as members of the NRC’s Tree Subcommittee will visit all trees proposed for removal and will make their recommendation to the NRC at the public hearing.
Next Scheduled NRC Meeting
The next NRC meeting is scheduled for Tuesday, Nov. 20th at 7:30 pm in the NRC Office.
Adjournment
After a motion was made and seconded, the NRC voted 4 – 0 to adjourn the meeting.
The meeting adjourned at 7:30 PM and the NRC Members and the Director proceeded to attend the Special Town Meeting.
