Recent Amendments

The following are descriptions for the 10 articles submitted for the 2017 Annual Town Meeting warrant that involve amendments to the Zoning Bylaw and/or Zoning Map. For a complete copy, view the amendments (PDF).

Article 25 to 900 Worcester Street Actions, Including Zoning Actions (Sponsored by Board of Selectmen)


An Article that includes the amendment of the Zoning Bylaw to add a new section, Commercial Recreation Overlay District, and to amend the Zoning Map to Overlay the new Commercial Recreation Overlay District on the parcel located at 900 Worcester Street. The proposed amendments under this Article will be considered under Article 2 at a Special Town Meeting to be held on April 3, 2017.

Article 30 - Temporary Moratorium on Marijuana Establishments (Sponsored by Board of Selectmen)


An Article to amend the Zoning Bylaw to add a new section, Temorary Moratorium on Marijuana Establishments, imposing a temporary moratorium on the use of land or structures as a Marijuana Establishment.

Article 31 - Large Scale Solar Overlay District & Rezoning (Sponsored by Sustainable Energy Committee)


An Article to amend the Zoning Bylaw to amend Section IA, Definitions, and by adding a new section, Section XIVH, Large-Scale Solar Overlay District, and to amend the Zoning Map to overlay the new Large-Scale Solar Overlay District on the parcel of land located at the Route 9 and 128 Cloverleaf on Worcester Street (Assessor's Parcel ID Number 4-6).

Article 32 - Large House Review TLAG Amendments (Sponsored by Planning Board)


An article to amend Section XVID, Large House Review, of the Zoning Bylaw, to amend the definition of Total Living Area plus Garage (TLAG) and to remove an exemption for attics due to their construction.

Article 33 - Amendment of Educational District Uses (Sponsored by Planning Board)


An article to amend Section VII, Educational Districts. of the Zoning Bylaw, to alter the uses permitted in the Educational Districts, Educational Districts A, and Educational Districts B.

Article 34 - Rezoning of Natural Resources Commission Properties (Sponsored by Planning Board)


An Article to amend the Zoning Map by rezoning 17 parcels owned by the Natural Resources Commission to the Conservation District.

Article 35 - Amendment to Section XIVC. Conservation Districts (Sponsored by Planning Board)


An Article to amend Section XIVC. Conservation Districts to improve clarity of allowed uses.

Article 36 - Zoning Map Corrections (Sponsored by Planning Board)


An Article to amend the Zoning Map to correct discrepancies found on the current Zoning Map and ensure it reflects the actions of previous Town Meetings.

Article 37 - Outdoor Lighting Bylaw/Amendments (Sponsored by Planning Board)


An Article to amend the Zoning Bylaw by adding a new section, Section XVIG, Outdoor Lighting, to regulate the installation and use of outdoor lighting in association with certain projects. See page 21 of this document. The Planning Board determined at their meeting on March 6 that they would seek no motion under this Article at the 2017 Annual Town Meeting.

Article 43 - Address Mansionization & Teardowns (Citizen's Petition)


An Article to amend the Zoning Bylaw to minimize or reduce the impact of so-called "mansionization" of the Town due to large numbers of "tear-downs," whereby existing single family dwellings are torn down and replaced with much larger homes, often times out of character with the surrounding dwellings and neighborhood, by a mixture of one or more revisions to, among other provisions of the Zoning Bylaw, the ratio of building to lot area as provided in Section XVIII, Area Regulations, the minimum frontage, minimum front yard width, minimum front yard depth, minimum side yard width, and minimum rear yard depth, all as provided in Section XIX, Yard Regulations, the height limitations as provided in Section XX, Heights of Buildings or Structures, and various provisions of Section XVID, Large House Review.

 In addition, and without limiting the generality of the foregoing or the following, it is contemplated that amendments to any of the foregoing sections of the Bylaw may require concurrent revisions to one or more of the following sections: Section IA, Definitions, Section XVIA, Project Approval, Section XVII, Pre-Existing Non-Conforming Uses, Structures and Lots, Section XXII, Design Review, Section XXIIB, Swimming Pools, Section XXIID, Retaining Walls, and Section XXIV, Permit Granting Authority, and any other relevant or impacted sections of the Zoning Bylaw as it may be necessary or advisable to be amend in connection the proposed amendments contemplated by the foregoing, or as a result thereof.
